Unlike electrical contractor licensing, which is governed by a relatively consistent set of state-level master electrician and general electrical contractor license categories, low-voltage contractor licensing is fragmented across different regulatory bodies, different license categories, and different trade definitions by state. In some states, low-voltage work is regulated by the state electrical board under a specific low-voltage or limited-energy license. In others, it’s regulated by the state fire marshal (for fire alarm work), the department of agriculture (for alarm systems), or a dedicated licensing board. In a few states, there is no state-level low-voltage contractor license, only local permits or trade-specific endorsements.
The license categories that govern low-voltage commercial work most commonly include: limited-energy or low-voltage contractor (covers structured cabling, AV, access control, CCTV), fire alarm contractor or systems contractor (covers fire alarm installation and service), burglar alarm or alarm systems contractor (covers access control and intrusion detection), and communications contractor (covers structured cabling and fiber). A contractor may need multiple license categories in a single state to legally perform all the scopes a commercial project requires.
License and permit are separate requirements. A low-voltage contractor must be licensed in the state where they are working (a business or individual licensure requirement) and must also pull a permit for specific types of work in specific jurisdictions within that state. A contractor who is licensed in a state still needs to apply for permits with the local AHJ. A contractor who doesn't have a state license cannot pull a local permit, because the permit application typically requires the state license number. Reciprocity resolves the state license requirement; it does not resolve local permit requirements, which the contractor still must meet regardless of license status.
What “reciprocity” actually means in practice

- Endorsement reciprocity: State A recognizes State B’s license as qualifying the contractor for a license in State A, but requires passing an endorsement exam covering state-specific code amendments, local regulations, or state law. - Comity/administrative reciprocity: State A will consider State B’s license in evaluating an application but does not grant the license automatically. The contractor still submits a full application, and the board exercises discretion in granting the license based on the applicant’s experience and the equivalency of the home-state license. Timeline: 4–16 weeks; outcome is not guaranteed.
